Yes On B (National City)

An initiative to repeal existing term limits on the mayor and to impose new term limits on the mayor, city council members, city clerk, and city treasurer is on the ballot for National Cityvoters in San Diego County, California, on June 5, 2018.

A yes vote is a vote in favor of (1) repealing existing term limits of three consecutive four-year terms for the office of mayor and (2) imposing new term limits of two consecutive four-year terms on the mayor, council members, city clerk, and city treasurer.

A no vote is a vote against (1) repealing existing term limits of three consecutive four-year terms for the office of mayor and (2) imposing new term limits of two consecutive four-year terms on the mayor, council members, city clerk, and city treasurer.

National City voters approved a measure in 2004—Proposition T—to impose term limits on the office of the mayor. The proposition set a limit of three consecutive four-year terms on the mayor and did not affect other offices, such as those of council members.^[1]

Measure B proposes a limit of two consecutive four-year terms, designed to apply to the mayor, council members, clerk, and treasurer. The repeal of Proposition T would mean that existing term limits no longer apply, thus allowing the mayor, Ron Morrison, to have the option of running for two additional terms. Ron Morrison became the mayor of National City in 2006. Under Proposition T, he would be termed out in 2018.^[1]

Measure B is competing with Measure C, an initiative that was designed to preserve the term limits on the mayor and to apply them to other municipal offices.
