San Diego Councilmember Sean Elo-Rivera is championing a proposed “Vacation Home Operation Tax” for the June 2026 ballot, aiming to tax second homes and short-term rentals (STRs) at up to $5,000 per bedroom annually to fund housing initiatives and add housing stock.
